Hungary combines one of Europe’s densest manufacturing landscapes with one of its cheapest employer cost structures — a flat 13% social contribution tax and a flat 15% personal income tax. What it does not offer is a light-touch rulebook: the Hungarian Labour Code is strict and formalistic, employment contracts must be in writing before work starts, employees are registered with the tax authority (NAV) before day one, and payroll runs through monthly electronic declarations with little tolerance for error. Companies that have already found their candidate lose weeks here — or improvise with a contractor setup that Hungarian rules, tightened since the 2022 KATA reform, no longer accommodate.
There are two clean routes. If you have (or will build) a Hungarian entity, a payroll service provider in Hungary runs the monthly payroll, NAV declarations and registrations for you. If you have no entity and don’t want one yet, an Employer of Record (EOR) employs your hire legally in Hungary while you direct the day-to-day work — what many US companies would call a PEO. The market for both is crowded and opaque; registrations, service depth and pricing vary enormously.
