Arbeidsgiveravgift is 14.1% of gross salary in the standard zone around Oslo — but Norway differentiates the rate regionally, down to 0% in the far north, to keep the districts attractive. Where your hire sits determines what you pay. Lower headline than Sweden or Germany; pension, holiday pay and insurances come on top.

Feriepenger — holiday pay, paid next year

Norway has no 13th salary. Instead, employers accrue holiday pay of 10.2% of pay (12% where five weeks’ holiday is agreed, as is common), disbursed the following year in place of June salary. It confuses foreign HR teams and cash-flow plans alike — a payroll or EOR partner books the accrual correctly from month one.

Every Norwegian employer must run an occupational pension scheme contributing at least 2% of salary — from the first employee and, since 2022, from the first krone. Yes. An Employer of Record (EOR) employs your candidate in Norway on your behalf: the EOR holds the Norwegian employment contract, runs payroll, National Insurance, the mandatory OTP pension and feriepenger, and you direct the day-to-day work. No AS, no Norwegian bank account, no registrations on your side. It is the standard route for a first hire in Norway — and because Norway is in the EEA, an EU-based company faces no additional market-access hurdles on top.

The EOR is the legal employer under Norwegian law. It issues a compliant contract under the Working Environment Act, registers the employment in the state registers, withholds income tax, pays employer’s National Insurance, runs the mandatory occupational pension scheme, accrues feriepenger, files the monthly A-melding, administers sick pay — including the employer-funded first 16 days — and issues payslips. You remain in charge of the work itself and reimburse the EOR for gross salary, employer costs and a service fee.

Typical Norwegian EOR pricing is a flat €400–800 per employee per month, or a percentage of gross salary — on top of the salary itself and roughly 25–30% employer costs (National Insurance, pension, holiday pay, insurances). Norwegian salaries are among Europe’s highest, so percentage pricing deserves scrutiny. Compare with the alternative: forming an AS takes NOK 30,000 minimum share capital plus accounting, audit questions and a payroll setup — rarely worth it below three to five employees.
