Portuguese gross salaries are paid in fourteen instalments — twelve monthly payments plus a holiday allowance (subsídio de férias) and a Christmas allowance (subsídio de Natal). On top comes the meal allowance (subsídio de alimentação) of roughly €6–10 per working day, tax-favoured and expected in every package. Budgets and EOR quotes should always work from annual gross.

An Employer of Record (EOR) employs your candidate in Portugal on your behalf: the EOR holds the Portuguese employment contract, registers the employee with Segurança Social before the first day, runs payroll and social security, and you direct the day-to-day work. No Lda, no Portuguese bank account, no registrations on your side. It is the standard route for a first hire in Portugal — and because Portuguese terminations are strict, the EOR’s contract quality matters more here than in most markets.

The EOR is the legal employer under Portuguese law. It issues a compliant Portuguese employment contract, registers itself and the employee with Segurança Social, takes out the mandatory work-accident insurance, runs the monthly payroll including the holiday and Christmas allowances and the meal allowance, withholds IRS income tax, pays the 23.75% employer TSU, and administers holidays and sick leave. You remain in charge of the work itself — targets, tasks, tools, day-to-day management — and reimburse the EOR for gross salary, employer costs and a service fee.

Typical Portuguese EOR pricing is a flat €250–500 per employee per month, or a percentage of gross salary — on top of the salary itself and roughly 26% employer costs (TSU plus accident cover and funds). Compare that with the alternative: forming and running an Lda means formation costs, a certified accountant, monthly and annual filings and a local payroll setup — rarely worth it below three to five employees.
